Brazil introduces a 24-hour freeze on crypto transfers: a new front in the fight against fraud

The Central Bank of Brazil (BCB) is tightening the rules for the crypto industry. According to new Resolution No. 584, published on Friday, all licensed services dealing with virtual assets are required to suspend part of transfers for 24 hours. This is a preventive measure aimed at reducing the scale of financial fraud in the country.

The mechanics of the 24-hour freeze: how it will work

The new requirement applies to transfers exceeding $10,000. The threshold is calculated both for a single transaction and for the total volume of all client settlements within a day. Transfers to foreign crypto services and to self-custody wallets, where the user fully controls private keys, also fall under the restriction.

The regulator emphasizes that the measure is purely preventive in nature. Funds are not blocked permanently: the client receives a notification about the freeze and its exact duration — 24 hours. After this period, the company is obliged to either execute the transfer or refuse the transaction. Early "release" of funds is possible only based on a reasoned decision made within internal risk management procedures.

New obligations for businesses and implementation timelines

The resolution affects all virtual asset services operating under Brazilian law, including stablecoins pegged to fiat currencies. In addition to the freeze, companies are required to record daily cases and attempts of fraud in payment and virtual asset operations, as well as regularly report on the measures taken.

The new rules take effect on January 1, 2027. At the same time, the BCB reserves the right to expand the scope of the freeze: increase the duration beyond 24 hours, extend it to transfers under $10,000, and prohibit services from lifting the block early in case of violations of the resolution's requirements.

This step by Brazil is yet another confirmation of the global trend toward strengthening control over cryptocurrency flows. However, it is worth noting that the 24-hour delay may create inconvenience for legitimate users and complicate liquidity for businesses. In the long term, the effectiveness of the measure will depend on how precisely the regulator can balance consumer protection with maintaining the jurisdiction's attractiveness for crypto innovation.
