The Russian artificial intelligence market ended 2025 with an impressive result, growing by 29.7% and reaching a volume of 316.1 billion rubles. Over two years, this figure has effectively doubled, indicating not just quantitative growth, but a qualitative shift in the structure of the entire industry.
My analysis of the dynamics shows: behind the averaged figures lies a fundamental transformation. Companies are increasingly moving away from capital expenditures on purchasing their own equipment in favor of renting computing capacity and implementing ready-made solutions. This is a classic sign of market maturity, when the priority shifts from "hardware" to efficiency and speed of scaling.
Three scenarios until 2030: from conservative to optimistic
The baseline forecast assumes market growth to 830 billion rubles by 2030. This scenario incorporates the maintenance of a high key rate and the current level of geopolitical tension. However, it is important to understand that this is not just an extrapolation — it is a calculation that takes into account structural changes in the economy.
The optimistic scenario raises the bar to 1.12 trillion rubles. Such a result is achievable with an accelerated reduction in the key rate, easing of sanctions pressure, and the formation of an independent technological base. The key condition here is the expansion of domestic solutions beyond the internal market. Without export potential, it is premature to talk about full technological sovereignty.
The conservative estimate limits the volume to 582 billion rubles. In this scenario, analysts proceed from an increase in the key rate, intensified sanctions, and limited access to foreign computing resources, infrastructure, and models.
Under such a development, costs inevitably rise, which pushes up prices for end products. Consequently, demand for AI services declines, adoption slows, and the technological gap becomes entrenched. This is a case where saving on infrastructure turns into a strategic loss.
What lies behind the forecast figures
The accelerated transition to renting capacity reflects a broader turn by the state toward sovereign infrastructure. Domestic models are increasingly trained on internal data arrays rather than foreign sources. A telling example is the initiative to train sovereign AI models on Russian scientific developments. This approach reduces dependence on foreign datasets and fits within conservative assumptions about limited access to external resources.
In parallel, the issue of data security is being addressed. Large technology companies are building protection for the arrays on which their neural networks operate. This is a critically important aspect, especially in the context of tightening requirements for personal data processing.
Market growth is also changing the regulatory framework. The government has formed a separate working group that will determine the rules for using copyrighted content in model training and the procedure for owning generated materials. This is an inevitable stage: without clear legal norms, further scaling of AI will run into legal conflicts.
Implementation also affects the labor market. According to Sber's estimates, generative technologies add 1.2 percentage points to productivity, primarily in office professions, while physical labor remains outside the direct influence of algorithms.
My expert conclusion: the Russian AI market is at a bifurcation point. The baseline scenario of 830 billion rubles is not a ceiling, but rather an inertial path. The key driver of acceleration will be not so much macroeconomics, but the ability of domestic companies to turn technological developments into an export product.
