The Russian artificial intelligence market ended 2025 with an impressive result: growth reached 29.7%, and the volume hit 316.1 billion rubles. This means the market has doubled in two years—a dynamic that points to structural transformation, not mere inertia.

Behind the average figures lies a shift in development phases. Funds previously directed toward purchasing expensive equipment are now flowing into renting computing capacity and deploying ready-made solutions. This is a classic sign of maturity: companies are no longer building "hardware" for the sake of "hardware" and are starting to calculate the economics of each implementation.

Three scenarios up to 2030

My baseline forecast assumes market growth to 830 billion rubles by 2030. This scenario accounts for the persistence of a high key rate and the current level of geopolitical risks. However, this is not the ceiling—under favorable circumstances, the bar could rise to 1.12 trillion rubles.

The optimistic scenario requires an accelerated reduction in the key rate, easing geopolitical tensions, and, critically, the formation of an independent technological base. As an additional condition, I cite the expansion of domestic solutions beyond the internal market—without export potential, it is premature to speak of full technological sovereignty.

The conservative estimate caps the volume at 582 billion rubles. Here, analysts assume a rise in the key rate, intensified sanctions, and limited access to foreign computing resources, infrastructure, and models.

Rising costs under such a scenario would push up prices for end products. Demand for AI services would subsequently decline, adoption would slow, and the technological gap would become entrenched. This is a risk that cannot be ignored.

What lies behind the forecast figures

The accelerated shift toward renting capacity reflects a broader state pivot to sovereign infrastructure. Domestic models are increasingly trained on internal data sets rather than foreign sources. A telling example is the initiative to train sovereign AI models on Russian scientific developments. This approach reduces dependence on foreign datasets and fits within conservative assumptions about limited access to external resources.

In parallel, the issue of data security is being addressed. Major technology companies are building protection for the datasets that power their neural networks. This is not just a technical detail—it is a matter of trust in the system as a whole.

Market growth is also reshaping the regulatory framework. The government has formed a dedicated working group to define rules for using copyrighted content in model training and the ownership of generated materials. The legislative base will inevitably catch up with technological reality.

Adoption is also affecting the labor market. According to Sber's estimates, generative technologies add 1.2 percentage points to productivity, primarily in office professions, while physical labor remains outside the direct influence of algorithms. This means those already working with information will benefit—and those hoping for automation of routine tasks without retraining will lose out.

My conclusion: the Russian AI market is at a bifurcation point. The baseline scenario of 830 billion rubles is not a ceiling but rather a level of comfortable inertia. To reach the optimistic 1.12 trillion, more than just a rate cut will be needed—a real breakthrough in technology exports is required. For now, the market is consolidating, and over the next five years we will see the emergence of truly major technology players who will define the industry's landscape for a decade to come.
