AI in HR: Nearly Half of Russian Companies Have Already Entrusted Hiring to Neural Networks

The Russian labor market is undergoing a fundamental shift: 49% of employers are already actively using artificial intelligence in recruitment, and another 21% plan to implement these technologies in the near future. Collectively, this means that 70% of companies have either automated hiring or are on the verge of doing so.

Where algorithms genuinely help recruiters

My data analysis shows that the most in-demand AI function is writing job descriptions. This scenario was noted by 64% of surveyed companies. In second place is transcribing and analyzing candidate interviews (36%). Next comes generating personalized letters to applicants at 31%, while initial screening of responses and ranking candidates each garnered 29%.

Businesses assess the effect of implementing neural networks as "noticeable." 55% of companies reported a reduction in routine tasks, 36% reported a decrease in the workload on recruiters, and 20% reported faster vacancy filling. At the same time, it is important to emphasize: budgets for automation remain modest so far. About 68% of employers spend less than 500,000 rubles per year, only 18% allocate from 500,000 to 1 million rubles, and only 5% are willing to invest over 2 million.

Barriers and distrust

However, not everyone is ready to fully delegate hiring to algorithms. 46% of companies that have rejected the technology or do not plan to implement it consider the human factor critically important. 41% fear bias in neural networks, 32% cite a lack of expertise, and 29% doubt the return on investment. Among other obstacles are limited budgets, requirements of Federal Law No. 152-FZ "On Personal Data," and risks of information leaks.

Hiring automation is just one element of a large-scale technological transformation. According to Sber's estimates, generative technologies will add 1.2 percentage points to labor productivity in office professions, while physical labor will remain outside the direct influence of algorithms. Analysts expect the greatest returns from sales managers, developers, and marketers.

The scale of the process is also reflected in money: the country's AI market grew by 29.7% in 2025, reaching 316.1 billion rubles, and the baseline scenario assumes growth to 830 billion by 2030. The state is simultaneously building a regulatory framework: from implementing sovereign neural networks in education and public services to working groups on copyright for AI-generated content.

My conclusion: we are witnessing not just a trend, but a structural restructuring of the HR industry. However, the key challenge is not technological, but ethical: how to find a balance between algorithmic efficiency and protection against discrimination. Companies that solve this problem first will gain a decisive competitive advantage in the labor market.
