AI Takes Over HR: Nearly Half of Russian Companies Have Already Entrusted Hiring to Algorithms
The labor market in Russia is undergoing a fundamental transformation. According to my analysis of the latest data, 49% of employers are already actively using artificial intelligence in the recruitment process, and another 21% plan to implement these technologies in the near future. In total, this means that 70% of companies have either already automated hiring or are on the verge of doing so.
Where algorithms genuinely help recruiters
The most in-demand task for AI turned out to be writing job descriptions—64% of respondents noted this function. In second place, at 36%, is transcribing and analyzing candidate interviews. Third place is occupied by generating personalized letters to applicants (31%), and rounding out the top areas are the initial screening of resumes and ranking candidates—each at 29%.
Companies assess the effect of implementing neural networks as quite tangible. 55% of respondents reported a reduction in routine tasks, 36%—a decrease in the workload on recruiters, and 20%—faster filling of vacancies. However, budgets for automation remain modest so far: about 68% of companies spend less than 500,000 rubles per year on these purposes, and only 5% allocate over 2 million rubles.
Skepticism and barriers to implementation
At the same time, a significant portion of businesses remains cautious. Nearly half (46%) of those who rejected AI consider the human factor critically important for hiring. Concerns about algorithm bias are voiced by 41%, a lack of expertise by 32%, and doubts about return on investment by 29%. Other obstacles include limited budgets, the requirements of Federal Law No. 152-FZ "On Personal Data," and risks of information leaks.
The scale of the process is also confirmed by macroeconomic statistics. According to Sber's estimates, generative technologies will add 1.2 percentage points to labor productivity, primarily in office professions. AIANA analysts record growth of the country's AI market by 29.7% in 2025—to 316.1 billion rubles, with a forecast of up to 830 billion by 2030.
It is telling that the state is already building a regulatory framework: from pilot projects of sovereign neural networks in education to working groups on copyright for AI-generated content. This creates an environment where hiring automation becomes just part of a broader technological shift.
My conclusion: the HR technology market in Russia has moved from experiments to systematic implementation, but the key barrier remains not technology, but trust. Companies that can build hybrid processes—where algorithms take on the routine and humans make final decisions—will gain a significant competitive advantage in the battle for talent.
