Moscow's "Gorbushka" market has once again found itself in the spotlight of law enforcement. For the second day in a row, large-scale operational measures have been ongoing on the territory of the legendary shopping complex, which, according to my data, are directly linked to the activities of underground cryptocurrency exchange points. This is about a systematic crackdown on the shadow segment that has long felt unpunished here.

What is happening at the scene

According to available information, operatives are working both in the pavilions and in the service areas of the complex. Large sums of cash, financial documents, and electronic equipment that was likely used for conducting transactions have already been seized. These are preliminary data, but the scale of what has been confiscated suggests this is a well-established business with multi-million-dollar turnover.

Sources familiar with the situation report that employees of the illegal exchange services have been blocked inside the premises and are currently giving testimony on site. There is no official information about detainees yet, but part of the complex's territory has been cordoned off, indicating ongoing procedural work.

Notably, the raid is taking place specifically at "New Gorbushka" — the building popularly known as "Gorbushkin Dvor." Eyewitnesses, including the facility's security, confirm that masked individuals arrived the previous day and have been working ever since. In my estimation, the exchange points operated at this site for several years, leveraging the status of a "gray zone" in Russian crypto regulation.

Systemic fight against shadow exchange

This is not an isolated case. A week earlier, security forces suppressed the activities of nine unregistered exchange offices in the "Moscow-City" business center. More than 20 people were detained then, and the investigation linked those sites to Ukrainian call centers through which, according to the authorities, funds stolen from Russians were laundered. Criminal cases of fraud on an especially large scale have already been opened.

It is important to highlight the chronology: the raid in "Moscow-City" took place three days after the signing of the law on basic regulation of digital currencies. The key provisions of the document come into force on September 1, 2026, and existing businesses have been given a transition period until July 1, 2027. It is obvious that the authorities do not intend to wait for deadlines and have already begun cleaning up the market.

My analysis: This is a clear signal to the market. The legalization of crypto exchange in Russia will proceed strictly, with demonstrative raids against those trying to remain in the shadows. Players planning to operate in the new legal framework should hurry to obtain licenses — the window of opportunity for "gray" schemes is rapidly closing. Those who hoped to wait out the transition period risk being left not only without a business but also with a fraud charge.
