Raids at "Gorbushka": law enforcement prepares the ground for new crypto regulation in Russia

On the evening of August 13, Moscow's Gorbushka shopping complex became the epicenter of a large-scale law enforcement operation. As part of investigative actions in a case involving illegal crypto exchangers, security forces conducted mass searches, seizing cash, documentation, and computer equipment.
According to my information, key events unfolded at the Rubin business center, where offices of several exchange points are located. Bogdan Ageev, owner of one of the legitimizing services, Ageev Finance, confirmed that the operation was aimed at "unofficial" market players. He links this to the upcoming enactment of new digital currency laws, which will radically change the rules of the game for the entire industry.
Preemptive strike or fight against fraud?
There are different versions of what happened. According to one, employees of illegal exchangers were locked in premises where active investigative actions were conducted with them. An alternative viewpoint circulating in operational circles links the searches to a specific fraud case: allegedly, police detained a courier trying to exchange funds stolen from a victim for cryptocurrency. However, given the timing of the operation, the first scenario looks more convincing.
Note the context: the law "On Digital Currency and Digital Rights" takes effect after September 1, with a transition period until July 1, 2027. Formally, businesses have time to adapt, but security forces, apparently, decided not to wait and are demonstrating resolve right now. As Ageev aptly noted, such actions are a signal to the market: "working this way is no longer possible," and preparation for licensing must begin immediately, not at the last moment.
My analysis: This is a demonstrative action aimed at accelerating the legalization process. Authorities are making it clear that "gray" schemes will be burned out with a hot iron, and postponing the transition to the legal field is becoming not just risky, but deadly dangerous for business. Those who thought they could wait out the transition period in the shadows have miscalculated badly. The market is entering a new era of total control, and Gorbushka has become the first swallow of this process.
