Law enforcement conducted mass searches targeting unofficial crypto exchangers located in the Rubin business center. According to eyewitness accounts, cash, documents, and computer equipment were seized during the operations.

Context: Pressure or preparation for legalization?

My analysis of the situation indicates that this is not a spontaneous action but part of systematic efforts to establish order ahead of the new law "On Digital Currency and Digital Rights" taking effect. This regulatory act, which will come into force after September 1, with a transition period until July 1, 2027, radically changes the rules of the game for all market participants.

Bogdan Ageev, owner of the exchanger Ageev Finance, whose business was unaffected since it is already in the process of legalization, confirms this version. He directly states that the inspections are linked to upcoming legislative changes. According to him, law enforcement is demonstrating: "working this way is no longer acceptable, and preparation for licensing must begin."

However, there is also an alternative version of what happened. Several sources link the searches to an investigation into a fraud case. Allegedly, police detained a courier who was trying to exchange funds stolen from a victim into cryptocurrency. If this version is true, then Gorbushka is merely a meeting point, not the main target of the operation.

Regardless of the specific reason, the signal to the market is clear: the era of shadow exchange is coming to an end. The new legislation will require all participants to obtain permits and operate "in the white," with the state monitoring every crypto transaction. The actions of law enforcement are a preemptive strike designed to accelerate the legalization process and demonstrate to players unprepared for change the full seriousness of the regulator's intentions. Those who hoped to continue operating outside the legal framework should hasten to draw their conclusions.
