Sun refutes the global nature of Binance's restrictions on HTX: analysis of the statement

HTX founder Justin Sun has issued an official clarification regarding Binance's recent decision to restrict operations with his exchange. Contrary to initial concerns, Sun claims that the measures introduced are targeted in nature and affect exclusively users from the United Kingdom and the European Union. This statement came just a few hours before the scheduled deadline — August 23, when the restrictions are set to take full effect.

Sun's key argument is the absence of a global scope to the block. He emphasizes that HTX does not conduct operational activities in the UK and EU, and therefore Binance's sanctions are more of a formality than a real blow to business. At the same time, he confirmed that the exchange is already in active negotiations with regulators in these jurisdictions to resolve the situation and develop a mutually acceptable position.

Binance's official position and contradictions

However, my analysis shows that Binance's official notice lacks any geographical reference. The exchange warned all users without exception about the possible suspension of operations with 11 platforms, including HTX, to conduct necessary compliance checks. This discrepancy between Sun's statement and the text of Binance's document raises legitimate questions about the real scale of the restrictions.

Moreover, Sun's claim that HTX "does not operate" in the UK looks questionable. According to data from the Financial Conduct Authority (FCA), in 2023 the HTX website was visited 4.6 million times from the UK, placing the exchange sixth in British traffic among crypto companies. Registration for new users from that country was only closed after a lawsuit filed by the regulator.

Timelines and prospects for resolution

The situation is complicated by extremely tight timeframes. Binance will cut off HTX on August 23 — just two days before the moratorium expires in the High Court of London, which is in effect until August 25. This creates unprecedented pressure on the negotiation process. Sun confirms that negotiations with the FCA are underway regarding illegal advertising, but does not specify which EU body consultations are being held with.

My expert assessment: This situation demonstrates how regulatory pressure is transforming inter-exchange relations. Even if the restrictions indeed apply only to the EU and the UK, the very fact of their imposition by Binance — the world's largest exchange — creates a dangerous precedent. The market will need time to assess the real consequences, but it is already obvious: the era of limitless liquidity and free movement of funds between leading platforms is becoming a thing of the past.
