Ireland introduces strict AML rules for the crypto market: new requirements for wallets and gambling

Ireland's Ministry of Finance has unveiled its first national strategy to combat money laundering and terrorist financing related to digital assets. This move is not merely a formality but a signal to the entire market: the regulator intends to close the most vulnerable areas that have so far remained outside the purview of traditional financial institutions.

Key Changes: From Private Wallets to Gambling

The main focus is on strengthening oversight of transactions from private (non-custodial) crypto wallets. Such transfers will now be subject to deeper checks, directly impacting the anonymity that users of decentralized solutions value so highly. Additionally, enhanced due diligence is being introduced when dealing with foreign crypto companies—meaning Irish service providers will bear increased responsibility for the origin of funds from their overseas partners.

Special attention is given to the gambling industry. Industry standards regulating the acceptance of cryptocurrencies as a source of funds for gambling will be implemented in the second half of 2027. This is a logical step, given that this sector is often used to circumvent financial barriers.

MiCA and the Legal Foundation

Ireland has also reported progress in implementing the AML/CFT provisions of the European MiCA regulation. According to the authority, the legislative framework is at a "well-advanced" stage, indicating serious preparation for a full transition to the new rules. Nevertheless, key practical mechanisms still need to be fine-tuned, and the time lag until 2027 gives the market an opportunity to adapt.

As an analyst, I see a dual effect in this strategy. On the one hand, stricter requirements for private wallets could trigger an outflow of some users to less regulated jurisdictions. On the other, this is an inevitable stage of market maturation that will increase institutional investors' confidence in crypto assets. The question remains how flexible the control mechanisms will prove to be, so as not to stifle innovation in its infancy.
