In Russia, advertising of crypto services has been allowed: a new era or a targeted relaxation?

Russia's digital asset market is taking a cautious step forward: a new law for the first time permits advertising of services by licensed crypto market participants. However, promoting the coins themselves as an investment tool remains strictly prohibited. Let's examine the details and pitfalls of the new regulation.

For a long time, cryptocurrency advertising in Russia was a taboo topic. The strict ban applied not only to the digital currencies themselves but also to any related services. Now the situation is changing, albeit with caveats. The key innovation is a clear distinction between advertising a crypto asset and advertising services provided by legitimate market players.

What is allowed and what is prohibited

Direct advertising of Bitcoin, Ethereum, or any other coin remains prohibited. Calls like "buy, it will rise," mentions of yields, exchange rate growth, or "a reliable way to earn money" are unacceptable—such wording is toxic under Russian law. It is also forbidden to promote cryptocurrency as a means of paying for goods and services within the country.

Advertising of services by trading organizers, brokers, digital depositories, and exchangers is permitted, but only under strict conditions. The advertisement must specify the organizer's name, the source of information, and warn about high risks and the possible total loss of funds. Moreover, the client must know where to familiarize themselves with the risks and legal restrictions in advance.

A separate nuance is the ban on mentioning specific coins in service advertising. The safe option is to talk about access to digital currency operations through a regulated participant, without specific names or investment promises.

All channels under scrutiny

The advertising law applies regardless of the distribution channel. A banner on a website, a post on Telegram, an influencer integration, a YouTube video, outdoor advertising, a landing page, push notifications, or email newsletters—all fall under the requirements. For websites and social media, there is an additional internet advertising labeling regime: you need to obtain an identifier and submit data through an advertising data operator. For the crypto sector, this is especially critical: if the material violates both the special requirements on digital currencies and internet advertising rules, the risks add up.

At the same time, an informational article about cryptocurrencies does not in itself become advertising. You can write about technology, regulation, judicial practice, risks, mining, and blockchain. Problems arise where there is promotion of a specific platform, a referral link, a call to open an account, or to receive a bonus.

Fines and prospects

Violations of advertising legislation are subject to liability under Article 14.3 of the Russian Code of Administrative Offenses. Fines for individuals range from 2,000 to 2,500 rubles, for officials from 4,000 to 20,000 rubles, and for legal entities from 100,000 to 500,000 rubles. For internet advertising, sanctions are higher: for the absence of an identifier—up to 100,000 rubles for individuals, up to 200,000 for officials, and up to 500,000 for companies.

If advertising leads to activities without the required status, the risks go beyond an advertising fine. The new regulation provides for liability for the illegal organization of digital currency circulation, accepting cryptocurrency as payment in prohibited cases, and illegal mining. For certain offenses, fines for legal entities reach 1–2 million rubles.

In my assessment, advertising will become more "bank-like" in tone. The main advertisers will likely be banks, brokers, and large financial groups—they have compliance, lawyers, and experience working with the Bank of Russia. The law itself is aimed at major financial market participants.

This is not full legalization of advertising, but a narrow exception to the previous ban. Advertising cryptocurrency itself is still not allowed. Only the services of regulated participants can be promoted, and in a restrained manner, without promises of returns, exchange rate forecasts, or mentions of specific coins. The market gets a legal showcase, but moving through it will require great caution.
