Ireland tightens crypto regulation: new national AML strategy takes effect

Ireland's Ministry of Finance has presented the country's first-ever comprehensive strategy to combat money laundering and terrorist financing in the cryptocurrency sector. This step marks a transition from fragmented regulatory measures to a systematic approach, which is especially important amid the active integration of digital assets into the traditional financial ecosystem.

Key provisions of the strategy

The document introduces a number of significant requirements that will affect both local players and international crypto companies working with Irish clients. First and foremost, this concerns enhanced checks on transfers from private (non-custodial) wallets. This is a direct measure against transaction anonymization, which has long remained a "gray area" for regulators.

In addition, the strategy provides for an increased level of due diligence when interacting with foreign crypto exchanges and services. Irish financial institutions are now obliged to more thoroughly assess risks associated with jurisdictions where AML standards are below international ones. Special attention is paid to the gambling sector: industry standards are being introduced that define how to accept cryptocurrencies as a source of funds for gambling, which closes another channel of potential abuse.

Alignment with MiCA and implementation timeline

Notably, Irish legislation implementing the norms of the European MiCA regulation in the AML/CFT part is already assessed as "well advanced." This places Ireland among the most prepared EU jurisdictions for the final phase of transitioning to unified crypto regulation rules. However, full implementation of the industry standards mentioned in the strategy is planned only for the second half of 2027. This time lag gives market participants the opportunity to adapt, but at the same time indicates the complexity and scale of the upcoming changes.

My analysis: Ireland, being one of the EU's key financial hubs, is effectively setting the tone for other countries that have not yet decided on the strictness of AML policies in the crypto sphere. However, the five-year implementation horizon looks too conservative — by 2027, the digital asset market may face new technological challenges, including the massive use of DeFi protocols that do not fit into traditional due diligence frameworks. Regulators should speed up the process, otherwise the strategy risks becoming outdated even before full implementation.
