Ireland's Ministry of Finance has presented its first national strategy to combat money laundering and terrorist financing. This document marks a systemic shift in the regulator's approach to digital assets, and I see in it a clear signal for the entire industry: the era of anonymous transactions in this jurisdiction is coming to an end.

The key blow is aimed at private crypto wallets. The strategy introduces enhanced checks for transfers from such addresses, effectively equating them to high-risk sources. For exchanges and custodial services, this means the need to implement deeper transaction analysis and, likely, to request additional information about the origin of funds.

Special attention is paid to working with foreign crypto companies. Now, interacting with non-residents will require enhanced due diligence. This will create additional barriers for foreign players trying to gain access to the Irish market and will strengthen the positions of local licensed platforms.

Interestingly, the regulator decided to separately outline standards for the gambling sector. Accepting cryptocurrencies as a source of funds for gambling will now be governed by industry-specific rules. This indicates that the authorities see real risks in mixing digital currencies and the gambling business and intend to close this loophole.

As for the implementation of MiCA provisions regarding AML/CFT, the Irish Ministry of Finance assesses the current level of readiness as "well advanced." However, actual industry standards will not appear before the second half of 2027. This gives market participants a time lag for adaptation, but I recommend not postponing preparation—the requirements will be strict.

My analysis: Ireland is choosing the path of preventive regulation, which could make it one of the strictest jurisdictions in the EU for crypto businesses. For bona fide players, this is a chance to strengthen trust, but for those who rely on anonymity, it is a direct red flag.
