San and Binance: Geopolitical nuance in the HTX blacklist and what it means for users

The situation surrounding HTX being added to Binance's "blacklist" has taken an unexpected turn. HTX founder Justin Sun issued a statement that introduces an important geopolitical nuance to what seemed like a clear-cut decision by the largest crypto exchange. According to him, the restrictions are not global but strictly regional in nature, affecting only users from the United Kingdom and the European Union.

This statement came on Friday evening, just a few hours after Binance notified about the block, and was a direct response to community concerns. Sun emphasized that he personally discussed this matter with Binance representatives and received confirmation: it concerns exclusively the exchange's clients from the specified jurisdictions. Moreover, he noted that HTX itself does not conduct operational activities in these regions, and negotiations with British and European regulators are already in an active phase.

Official position and reality

Here a key contradiction arises. In Binance's official notification, addressed to all users without exception, there are no geographical clarifications. The exchange only warned that operations with "specific platforms" may be suspended for compliance checks after August 23, and included 11 platforms in this list, including HTX.

Sun's statement about not operating in the UK also raises questions. Data from the Financial Conduct Authority (FCA) for 2023 paints a different picture: the HTX website was visited 4.6 million times from the UK, placing it sixth in traffic among crypto companies. Registration for new British users was only closed after a regulator lawsuit.

Negotiation nuances and timelines

Nevertheless, information about the dialogue with authorities is confirmed. A moratorium is in effect at the High Court of London until August 25, and HTX is indeed conducting negotiations with the FCA regarding unregulated advertising. However, Sun did not specify which exact EU body consultations are ongoing with, leaving room for interpretation.

The key point is the deadline. Binance will disconnect HTX on August 23, two days before the moratorium in London expires. This creates an extremely tight timeframe for resolving the situation. Sun assured that affected users can contact HTX support, and issues will be resolved on an individual basis.
