Ireland tightens crypto regulation: new AML strategy hits private wallets

Ireland's Ministry of Finance has presented the country's first-ever comprehensive plan to combat money laundering and terrorist financing, directly impacting the cryptocurrency industry. This step is not merely a formality but a signal of a shift from fragmented measures to systematic pressure on anonymity in digital assets.

What exactly changes for the crypto industry

The key blow targets private (non-custodial) wallets. The strategy introduces enhanced checks for all transfers associated with such addresses. This means that exchanges and other supervised entities will be required to request additional data on the origin of funds and beneficiaries, effectively negating the advantages of self-custody wallets for large transactions.

A separate section addresses cooperation with foreign crypto companies. A higher level of due diligence is introduced for them—regulators aim to eliminate situations where unscrupulous jurisdictions are used as a loophole to bypass Irish rules. Particular attention is paid to the gambling sector: accepting cryptocurrencies as a source of funds for gambling will now be regulated by industry standards, closing a long-standing gap in financial monitoring.

Timing and implementation

Notably, the document explicitly states that the legislative framework for implementing MiCA provisions in terms of AML/CFT is at a "well-advanced" stage. However, practical standards for businesses will not appear before the second half of 2027. This gap between declarations and implementation is typical of the EU, but it creates a window of uncertainty for market players.

My analysis: Ireland, being a major financial hub, is effectively the first in the eurozone to attempt synchronizing MiCA with stringent AML measures. However, the focus on combating private wallets looks debatable—it could trigger a capital outflow into unregulated DeFi protocols, where such checks are technically impossible. By 2027, the market may change dramatically, and the current strategy risks becoming outdated even before its full launch.
