Galaxy Digital lowers its forecast for the CLARITY Act: chances of passage drop to 10%

Galaxy Digital analysts have revised their expectations regarding the fate of the CLARITY Act in the U.S. Senate, lowering the probability of its approval in 2026 to 10%. This is a significant drop compared to previous estimates, reflecting the growing complexity of the political situation surrounding cryptoasset regulation.
Key obstacles remain unresolved disputes over ethical standards for government officials, as well as provisions concerning stablecoin yields. These issues cause disagreements among both lawmakers and the financial community, significantly slowing the progress of the initiative.
Of particular concern is the time factor: after senators return from recess on September 14, only two to three weeks will remain for consideration of the bill before the start of the election campaign. The midterm elections will inevitably shift politicians' attention to electoral priorities, making passage of the CLARITY Act in the current session unlikely.
Nevertheless, even under this scenario, the very fact of active discussion of the bill indicates the maturity of crypto regulation in the U.S. The industry continues to pressure lawmakers, and we will likely see new attempts to advance similar initiatives after the elections.
My comment: Lowering the probability to 10% is not just a number, but a signal to the market that investors should not factor into their strategies the swift adoption of clear rules for stablecoins. In the short term, this could increase volatility, but in the long term, it underscores the need for more flexible dialogue between regulators and the crypto community.
